What this shoulder/thumb nut is called?

Anyone know what these are called, they're used for mounting plastic panels so the threads don't make contact with the plastic hole? It's basically shoulder screw with internal threads.

I'm hoping these are off the shelf parts.

The barrel nut is similar but the head diameter is too small, probably specific to spreading the load on the plastic.

Don't suppose anyone know where to get something close to this, threads are M5 the barrel is 8mm OD x 7mm with overall head OD of 38mm?

Considering that many railings with glass panels use something like that, I'd be very surprised if there were no off-the-shelf parts like these. Though they're most likely not standardized.

@ESTinker, do a Google search for something like "glass mounting hardware" or "glass mounting screws".
