What types of Wastewater Treatment should I use?

I have an assignment in which I am to propose a wastewater treatment design for Smila in the Ukraine. I need to write a 5 page proposal design but I do not know where to start. Do you have an idea of where I should start? I've looked at wiki list wastewater treatment technologies but it all seem to go over my head. Just to note I am new to the wastewater design process. Attach is my assignment guidelines. Thanks!

The project has been set as "homework", why - because sorting out problems like this is why you are attending Uni. Plenty of books, references etc. available to review - plus I assume you have a lecturer with whom you can discuss the in's and out's.
