What welding position is called when fillet welding downhill a full circle disc on a flat vertical plane (ie wall)?

You have posted in ASME section so presume ASME IX.
5F is the position if I have read your post correctly.
 
Actually the set up of the pipe is similar to what you would see as a tube sheet where the axis of the pipe is horizontal.

The end of the pipe to be welded to a tube sheet with the pipe end recessed 1/8" from being flush to the cell plate surface.

The travel progression on this corner joint begins at 12 O'clock and ends at 3 O'clock and continues again from 3 O'clock to 6 O'clock. The left side progression is the same sequence.

In section QW-405 on the WPS should the Position(s) of Fillet be listed 1F, 3F, & 4F OR be listed as simply 3F Down?

How did you test the PQR?
1F,2F, etc., are test positions, they don't go on the WPS. WPS gets F,H,V,O.
Fillet welds are normally qualified by using a groove weld coupon.
You might be better off with a mock up per QW-181 [QW-462.4(d)], if applicable...ie: non-pressure retaining.
 
ASME Sec IX PQR was qualified using a 6" pipe in 6 G position thus qualified for welding fillet welds in all positions.

Generating additional WPS to provide direction to already qualified welders to weld the tube sheet style part. My question is In section QW-405 on the WPS should the Position(s) of Fillet be listed 1F, 3F, & 4F OR be listed as simply 3F Down?

Ok, position is V.
Then where you have weld progression: Down.
1F, 2F etc., as I stated are test positions only.
Weld progression is also essential for the welder.
