When calculating the Moment Bending Stress on a Pin, should the allow stress for a pin made from SA193B7 be taken from Sect.II-D, Table 3 or can a less conservative, larger percentage of the Max. Yield Strength be used?

Attached is a basic sketch of the closure bolting design.

The pin is a non pressure part so you can go for 90% of yeild and still be on a safer and less conservative side.
 
(cough) Can anybody say "shear"? If drawn anywhere close to scale, go back to statics 101 and review how long a beam must be relative to its section height (in this case, diameter) for bending to dominate over shear. If this is "closure bolting" then I presume that its failure would directly impact the pressure retaining capability of the vessel, so be very careful about not using the right code, and taking a "less conservative" approach.

If this is a VIII-1 vessel (and by the way, would it be so hard to say what the design code is?), then review UG-35.2 along with App. FF if they apply to your situation.
