With the rapid growth in technology as related to instruments and controls, which city has the best technological solution for the control of traffic lights and why?

From what I have read in published research over the past 20 years, Oakland County, Michigan has often been out in front in experimenting with newer technologies. The State of Maryland has also been active.
 
What's the special thing about Oakland County and State of Maryland? Being over here in Los Angeles, most lights are timed very badly, and always curious what other places are doing to time correctly or if there is something else being put in place.
