Why are seismic forces not taken into account in P/T design?

Hi everyone. For some while I've been going over major codes and textbooks regarding P/T design but surprisingly I could not find an answer to a seemingly simple question. I've observed that P/T frame members are checked/designed according to dead loads, superimposed dead loads and live loads. I did not see a single example in which the frame member is also designed for combinations which include earthquake loading. Did I miss something? If not, what is the reason earthquake forces are not incorporated in P/T design? I would think they certainly should be taken into account at least in ultimate strength control.
