why not include ASME B16.21 in Table U-3 of sec VIII-1?

hello all,
in table U-3 of sec VIII-1, there is ASME B16.20, why not include B16.21 to the table?
they are actually both used on vessels constructed to VIII-1.
i am just curious, why?
