Wind and earthquake in Madagascar

Could someone point me to design wind and earthquake loads for Madagascar (island off the East coast of Africa), preferably in English.

I would check with the US Army Corps of Engineers, but I am from the US and there certainly may be a more common source for that information from the British/English fellows.
