Wind code DIN 1055 part 4

Greetings

I am working to a German code DVS 2205-2 dated 1997 (still very popular in UK).
Title: “design of vertical, cylindrical non-pressurised tank” - wholly in Polypropylene

This code specifies DIN 1055-4 for wind loads.

Does anyone know if this code (DIN 1055-4) is gust based or mean wind speed based?

This will enable me to use a UK equivalent.
