Let say i have a building 30 storey high (morethan 60ft high) covered with glass facade and louver system. I just wanted to design the louver and facade system of the lowest two level of the structure. Using ASCE 7-2010, can i calculate the applied wind load on that specific floor using just the height of the lowest two level only rather than considering the full height of the structure?

No. Your suction (negative pressure) will usually control your design and your suction pressure under ASCE 7 is both constant over the entire height of the building and dependent on your mean roof height. For a 300 ft high tower the suction at 299 ft is the same as the suction at 1 ft.
