What is the appropriate design standard to use for designing a foundation for a wind turbine? I have been given reactions for the turbine and tower that were generated with RISA Tower, so they conform to TIA-222.

But can I take those loads and design a footing using ACI-318, like I would for a column footing with an applied axial load and moment? Or does TIA-222 have more stringent requirements?

TIA-222 is not applicable to wind turbines.
