I have installed java 64 bit, but the symptoms are the same.

I'm running Windows 10 LTSB N also.

Try installing the latest version license service (I think it's 7.2.0) that you can download from GTAC.
I am using Windows 10 and the license service (latest version) works with no trouble at all.

I had the same problem, running windows10

I downgraded my java version from 8.6 to 8.51, which seemed to do the trick.
