Wood Header design Load

Hi,

Under what consideration (IBC 2308.9.5-6 header) span reduces, when it's two floors. In my understanding floor loads ( gravity) are not accumulative on header beams but trimmer and king studs ( when nailed together).
Did they consider additional load from upper floor designing header ? If, why?

I believe so and suspect it is because they are not assuming that the header supports will stack.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
 
And what if you have a window or door in the main floor that doesn't exist in the second floor.
 
You can't argue with forces. Just go with the flow and do the design.
