World UCS, but Aperture is not?

When I started working with the drawing everything was fine. I am experienced with this program, but this just has me stumped. I had to piece together a couple of different survey drawings and put them in the proper coordinate system. The UCS maintained World UCS the entire time. The 2 survey drawings were matched and aligned properly. Then I made 2 layouts with ucsfollowing viewports. After printing, I returned to the model and the aperature is cocked around 30* or so.

When I have ortho on, I cannot draw lines aligned with the UCS which is in World. If I create a new ucs with ortho on, the aperature still rotates with the UCS, but maintains the 30* angle or so.

I already checked for modelspace viewports. I'm stumped.

Any ideas?

Have you checked your Snap settings? Maybe you have them rotated? On the command line Snap Rotate etc.
