What Qualification/certification required for WPS review and approval for a ASME HX fabrication?
Is this specified in ASME IX?
If the WPS not checked/approved by a qualified/certified Welding expert correctly ,how can the risk of weld failure avoided?

Do you understand that anyone can decide if the welding is good?
Without any training?

This is why I (a metallurgical engineer) hire a CWI to observe the welding and then hire accredited labs to do the testing.
So that I can sign off knowing that everything was correct.
And I give everyone's credentials.

I don't have confidence with the laboratories, I lost a client due to an error in the bending test. Now I witness all the tests in the laboratory.
I also lost a client due to the mistake of a certified paint inspector.
