Dear All

Can we allow to use our organization qualified WPS ( Qualified for previous project) to our subcontractor for a new job ( End user is our organization) . What is the concerned code section for this

Yes. ASME IX does not require new WPS qualification for each project. The Manufacturer's qualified WPSs are good for years and years.

Can you elaborate what you mean by using your company’s qualified WPS for work on your subcontractor? Who is this subcontractor? Do they fall under your company(’s quality manual)?

As I interpret your question, no. The WPS is unique to the organization which qualified it under Section IX. This is why a company name is required for a WPS.

IMO, if the Contractor is to use your company WPS, the person needs to be tested with the PQR associated with the WPS, in order to qualify using the WPS.

What is the construction code ?
If it is B31.3 you can utilise this - 328.2.2 Procedure Qualification by Others.
This is dependent on your organisation being the "Owner" and I am presuming as "End User" then that is the case.

Are sure the welder needs a PQR for a WPS they have not used before? I though once the welder was qualified to the process and position they were good any WPS.

Shane;
Are you sure regarding 328.2.2? Because I could interpret this to mean the actual process for qualification of a WPS being done by this organization but the company name (subcontractor) must still be on the WPS, which has the name of the original organization, period.

There is nothing wrong with an organization qualifying a WPS from another company with the exception that the organization must use their welder, qualify the WPS to Section IX and have their name on the WPS. A company cannot borrow or use a WPS from another company per Section IX regardless of the construction code.

metengr,
With all due respect you are incorrect.
The construction code always takes precedence over ASME IX (this is clearly stated in ASME IX).

Section IX is a document referenced for the qualification of material joining processes by various construction codes such as Section I, III, IV, VIII, XII, etc. These particular construction codes apply to specific types of fabrication and may impose additional requirements or exemptions to Section IX qualifications. Qualification in accordance with Section IX is not a guarantee that procedures and performance qualifications will be acceptable to a particular construction code.

Here is an excerpt from the 2010 edition.
328.2.2 Procedure Qualification by Others. Each
employer is responsible for qualifying any welding procedure
that personnel of the organization will use. Subject
to the specific approval of the Inspector, welding
procedures qualified by others may be used, provided
that the following conditions are met:

This is from 2016 edition.
328.2.2 Procedure Qualification by Others. In order
to avoid duplication of effort and subject to the approval
of the owner,
WPSs and BPSs qualified by a technically
competent group or agency may be used provided the
following are met:

I personally have never agreed with this clause but we have to follow code requirements, irrespective of what we think of them,

Shane

Yes, I agree. One of the conditions mentioned above for using the clause however is
(c) The employer’s business name shall be shown on
each WPS and BPS, and on each qualification record. In
addition, qualification records shall be signed and dated
by the employer, thereby accepting responsibility for the
qualifications performed by others.

and that was my point earlier.
