We are tying to determine strength data for Wrought Titanium. Does anyone know what the differences between a cold forged titanium and a Wrought Titanium are? Also, would using a heat forged Aluminium, value be acceptable?

Have you looked at MIL-T-9046 and MIL-T-9047? They should give you strength values for both wrought and forged titanium.
 
You can't use the wrought aluminum values for titanium. Titanium is much stronger than aluminum alloys--check the ASM desk reference handbook for metal tensile values etc. You can also contact their website for information--
