Has anyone used this product from Siemens? If so, how does it work? Can you use it with Native UG or do you have to have teamcenter xpress? Not much documentation on the website..

XpresReview opens what is known as a 'Package File'. For information about how to export one of these files, open your NX Help files and do a search on 'XpresReview' and you will find an entry covering Package Files.

XpresReview works quite well.

It needs to be installed on the same system as NX is to work.
You also must have "pcf_package_file" in your license. If you have on of the MACH bundles then you will have that feature in the license.

Inside of NX, File -> Send to Package File, will take your open model and then convert & send to XpresReview. XpresReview will be opened and you will see your model in it. Then save it as a package file which can then be sent on to anyone else that has XpresReview installed.
