Can anyone direct me to the correct Standards and Regulations that I will need to follow to designing a deisel fuel storage system for a set of gen-sets.

What kind of installation type, size and location of these tanks are you looking at? Are you thinking about an outside type bulk storage tank "farm" or more of a day tank installation inside a generator building?

 
Without reviewing myself, I would begin with a review of API PUBL 327 (Tank Tutorial) then API 650 (Oil Storage), NFPA 30, UL 142, ...
 
There will be 2 tanks outside holding 70000L each going to 4 gensets, each having their own enclosure and day tank within the enclosure. It has been suggested that we are to use double wall pipe as well.
 
You're in NW Canada then, no? At least there's an official-type guy there that also thinks double wall pipe is a good thing. I don't. Its (prohibitively ?) expensive and it will also hide any developing problems with the interior pipe. I believe a good paint coating, regular inspection and VISIBILITY of the pipe are the keys to preventing long term development of leaks.

Storage configuration is mostly dependent on national and additonal local fire regulations & requirements. Note JLS' comments above and get with the local fire officials to find out what if any additional fire prevention regulations apply in your area.

 
No I'm actually from Ontario. I read your post about the double walled piping and can understand were you are coming from.

The regulations you will need to follow depend on where you build the system. For example, here in Florida we would have to comply with the Florida Administrative Code chapter 761. The chapter lists the industry codes you’ll need to follow as well as requirements specific to Florida.

Re double-wall pipe-I am in NW Territories in the GNWT PPD section, whose docs are referred to by Big Inch in his pot... We do not use double-wall pipe for the reasons listed above- hard to see or locate leaks, very expensive etc.....But we did was consider it at one point (and I had posted here asking). I think it was BI who spoke out against it.
