how can a free cooling system work if there is not a condenser water pump pushing or pulling water through the heat exchanger?

Thermosiphon effect.

Hotter fluids rise, go through a heat exchanger, gets cooled - drops back to the CLOSED reservoir and thus continues the cycle.

The overall effect is a combination of a simple siphon and the fact that hotter fluids rise.
