50% rebar splice issue in SMRF 1

In detailing columns of Special Moment Frame, it is said "Only 50% of the bars spliced at one place" as shown below.
Please advise on below asking.

The answer is no !!!!

(Only 50% of the bars spliced at one place ) literally means, the typical rebar length will have double storey height+ lap length..

So, at the lap place at mid height of storey 50% of the bars spliced ..

So, at one place refers to 'midheight' here, right? I understood the matter of rebar length being equal to 2 storey plus lap length.
Since I have cut 60% rebars at midheight, it is not permissible for Class A splice, right?
 

At one place refers to midheight and this is mandatory requirement for SMF column splice location.
In order to use CLASS A splice, the requirement is clear .. you can splice max 50 % of the longitudinal bars. In order to satisfy this requirement, typical column rebar length shall be 2X storey height+ lb..

But you are free to use CLASS B or mechanical couplers..

I will suggest you to look the following document to get the concept of Longitudinal column reinforcement splicing every other
floor to reduce congestion.
