Filling in wall with unused connibar or kwikastrip?

Hi All,

Wondering the best way to fill in unused starter reinforcing packs (connibar or kwikastrip etc.) within a concrete wall? Would it be typically just cut out and grouted up? The zone is carrying a lightly loaded RC beam above.

Who's the original designer? Why is there a pocket there that is no longer needed? I don't understand why just a small portion of wall would be bulkheaded off but then decided it wasn't necessary. That's a fair bit of reinforcing in there to just magically no longer need it.
 
There was a wall intended to be tied into this but a door got added here so just a beam overhead meeting the door now.
 
I would send an RFI to the engineer, but removal of the reinforcing that is no longer required, and then grouting the void, would be our standard course of remediation. But I wouldn't do anything without the original engineer being notified.
