nx teamcenter assys not updating

NX ver, 1946, TC 12.2.0.8, we are currently having issues where part from lower assemblies are either not updating or moving position. There seems no real good way to update the models and assemblies. Could it be either the cashe or anything on our hard drives or whatever. I have used Smarteam with catia in the past and there was an issue with previous version or revisions appearing, but I am not sure if that is the case here. Any help would be greatly appreciated. We happen to be on a sever timeline with the DOD. thank everyone very much!!

Do these lower assemblies, components of the lower assemblies have over-ride position turned on?
 
Verify that your LOAD OPTIONS are to what we have set, with the one suggestion.

Note that if you open an assembly while someone is working on a component, their changes will not automatically show up in your assembly. If you know (or suspect) that there have been changes in the components, you can use the "close and reopen all modified parts" to see the latest changes.

Also check your revision rule in the assembly load options. In jerry's pic, it is set to "latest working", which is a popular setting (I think it is the TC default). Note that if an assembly has been saved "precise", the latest part revisions may not show up when you open the assembly. A "precise" assembly will open exactly how it was saved, regardless of new part revisions.

There are several "delay options" which should be checked.
Menu- tools- Update- ... etc
if there is a "tickmark" in front of the line, it is delayed.
Does this change anything ?

Can you elaborate on the "does not update", is there new revisions not showing up, new versions not showing up ? ( in TC each time you save, it will save a new Version, this can be set by the teamcenter owner if or how.
