Question ASTM ASME Edition ASTM A312/A312M:2019 and ASME SA-312/SA-312M:Edition 2019 - Compatible

Is it allowed to use the ASTM A312 Edition 2019 and ASME SA 312 Edition 2019 for seamless pipes Grade TP316/316L

A manufacturer stated in the material certificate for the technical standard ASTM A312/A312M-19 Edition 2019 and ASME SA 312 : Edition 2019.

According to ASME SA-312/SA-312M it is identical with ASTM A312/A312M-15 . The manufacturer used in the certificate a newer Edition of the ASTM A312/A312M-19. So is it allowed to write in a material test certificate a newer ASTM-Edition instead of the ASTM Edition mentioned in the ASME Section II Part A. Edition 2019.

Typically, the A312 is specified in the B31 Piping work, and SA312 is specified per ASME Pressure Vessel work.
It's acceptable in the piping fabrication to use SA312 instead of A312, but not acceptable in the pressure vessel application per ASME Code requirement.
 
Most people do not list ASTM revs, as there may be three or four of them each year.
The statement in ASTM is (at least used to be) that you are compelled to use the most recent printed one.
Our quality system actually said that we would be working to the rev printed as of a specific date each year.
If they list the ASTM as a spec that they are working to then it would be the newer rev.
The ASME SA does require the listing of the rev.
No they do not need to match.
The ASTM will not be downgraded so there is no risk of noncompliance.

That is incorrect. See Mandatory App. II in Sec. II. "Basis for use of acceptable ASME, ASTM and NON-ASTM Editions".
