Qualification of surface tolerant coatings

High-pressure water jet technology and wet blast technology have received extensive attention and application due to its high efficiency and environmental protection characteristics.
SSPC TU 1 defines surface-tolerant coatings which are suitable for wet blast or high-pressure water jet treatment.However, no test standards for surface tolerant coatings are available.
For example, ISO 12944-4 includes water jetting and pressurized-liquid blast-cleaning, but in ISO 12944-6 "Laboratory performance test methods" the panel surface shall be prepared by blast-cleaning to minimum surface preparation grade Sa 2½ as defined in ISO 8501-1. High-pressure water jet technology and wet blast technology are not mentioned in ISO 12944-6.So which standard should be followed for laboratory testing of surface tolerant coatings?

My understanding is that with wet coating removal methods you will get flash rusting and you will not be in compliance with any standards as the amount of flash rusting that does occur is highly variable. I will say that we have been hesitant to adopt wet coating removal systems because there is not support from the coating manufacturers. Most coatings state that a corrosion inhibitors should not be used in the water because it has a more detrimental effect on adhesive than the flash rust but none explicitly state that the flash rust is acceptable.
 
Thank you, there are already practical applications of Surface-Tolerant Coating, especially in coating repair, such as Hempadur Mastic,Jotamastic,INTERZONE 954,EURONAVY ES301,etc.These coatings may be applied to surfaces prepared to SSPC-SP6 which have flash rusted to no worse than Grade HB2M .
However, there is no identification standard for surface tolerant coatings. Can we follow ISO 12944 and the test panel were prepared to SSPC-SP6 which have flash rusted to Grade HB2M.Then painting on the test panel with Grade HB2M flash rusted.If the test is qualified, the coating can be identified as a surface tolerant coating?
