Replacement of same pressure vessel part (HX bonnet) needs only R-1 report. 1

Hello,
I am working on replacement of Heat Exchanger top and bottom bonnets. I discussed with inspector regarding no changes to the new part, design remains same, no calculations required. He suggest to fill out R-1 report for replacement part no U-2A form is required.

If there are no changes to the design then I agree, the replacement bonnets can all be documented on an R-1 Report of Repair with no ASME U-2/U-2A Partial Data Reports.

The only problem you might run into with this plan is if you don't intend ship the existing shell to the fabrication shop who is building the bonnets. I don't think the AI would be able to sign off on the R-1 without also having the shell (to which the nameplate is likely attached) in front of him.

R-1 form for the Part or the complete vessel after repairing/alteration?
how about the hydrotest & R stamping on the nameplate in case the shell will not in front of Inspector?
