Michigan residential basement wall help

Any Michigan residential folks out there?

In the code, they have sections with prescriptive design of the walls. Table R404.1.2(4) for 10" has design info. Then Table R404.1.2(8) has design info. As far as I can see, the difference is the location of the reinforcing in the wall.

Its strange how they basically have the same name for the tables. Anyone confirm thats the difference in the tables?
