Can someone tell me, if nitrogen purging is required for hydrocarbon lines only or if it also required for fire water lines / tanks as well?

Thanks a lot for helping.Water is not flammable, so the obvious answer is 'no'. But...
Here you can find a video how a water tank exploded and launched, accounted for 1 killed
Here you can find a report how a water pump station exploded and collapsed, accounted for 16 killed and 28 injured
Here you can find a record how a water tank exploded and launched, accounted for 2 killed (see para. 11.4.2.f)
Here you can find a record how a water sewer system (containing only the negligible traces of hydrocarbons of the order of ppm) exploded, accounted for 1 killed (see case 1.3)
