I'd been taught to account for the extremes (i.e., assume the equipment load is not there to help you with heating). In reality, you heating mode may never turn on, but it is there if you need it.
Which edition of the standard are you working with? I can check the guide book to see if ASHRAE has weighed in on this.
If the offices are small compared to the laboratories AND they and the laboratories are ventilated from the same unit, I'd likely just call the whole thing a lab and be done...
