"Put DTI under bolt head bump against bolt head", but if does we put an washer between the DTI and the bolt head, would it have a problem?

The same bolt is tensioned with a torque meter and gives a much greater value than the one obtained by applying a DTI washer. why?

Diameter: 7/8 "
Torque value: 890 lb-ft
