Adding Bus Tie between (2) MV Switchger Lineups

Have you looked at the switchgear install guide for these? Should show you everything you need to know. Too big to https://files.engineering.com/getfile.aspx?folder=fc829a57-e040-4435-84e6-eee338eafeb7&file=FC_SWGR.pdf

    Allis Chalmers MCC

We build direct replacement buckets for those and can use any OEM components, most often we use Eaton parts

    30+ year old Current Transformers

We have found several older ABB/ITE CT's completely break down under normal conditions, summer heat but still normal

    Reconfiguring existing MV Switchgear

We do this type of modifications all the time, should be simple. Most 1200/2000A cells can be easily changed from one rating to the other by changing the CT's and rejection hardware (And maybe the stabs) What type of gear is it?

Can a high amperage molded case circuit breaker instantaneous setting be changed HOT?

Yeah but the maintenance mode selector switch is typically mounted externally on the door or a remote location.

    Insulator plastics

OFG, we see that often in some older ABB metering CT's. They will actually melt on the shelf in a warehouse. OP, did you have something specific going on that caused you to ask this question or just a general curiosity ?

Can a high amperage molded case circuit breaker instantaneous setting be changed HOT?

Some electronic trip units will default to the minimum setting when you change the settings (Between settings), I believe the micrologic series will do that, so depending on load the breaker may trip. Best to do it de-energized.

Circuit Breaker Contact Resistance Routine Test ...

Air, gas, vacuum? Depending on the specific breaker type the OEM may or may not have published values. In absence of published values ANSI/NETA says that all 3 readings should be within 50% of the lowest reading.

Are you trying to calculate clearing time @ 30kA?

Low Voltage Power Breaker 30 Cycle Rating

It will eventually trip, when depends on the fault level and the protective device installed on the LVPCB.

    FPE USD relay testing

There is nothing wrong with those breakers, Federal Pacific gets a bad rap from some issues with their residential breakers in the 80's but their LVPCB's have no real issues.

    FPE USD relay testing

Only maintenance contractors that know what they are doing lol. There are plenty of NETA certified companies in Canada able to do that for you.

    FPE USD relay testing

You don't need it, just do primary injection. Secondary injection testing alone doe snot meet the NETA/ANSI test requirements anyways.

    MCC Maintenance Spares

When it comes to things like ACB's if you are smart you can have spares that will work for many different applications. Stay clear of fixed trip settings for example, having a spare that has a modern programmable trip unit can act as a replacement for older ACB's with series or fixed trip...

    Insulation resistance test in vacuum

Your vacuum level is not low enough to be an effective insulator. http://files.engineering.com/getfile.aspx?folder=061c820b-402a-4a8e-a0ae-682855b60d5c&file=Paschencurve.jpg
