    Cost of bulk oxygen plant

Re cost of bulk Oxygen, guess your best bet would be to contact Air Liquid Inc. or Paraxair as they sell the Oxygen directly. This will be able to give you a rough estimate i.e. approximately how much will it cost you to manufacture your own Oygen.

2/3 rule for heat exchanger to avoid tube rupture case

The answer given by TD2K is correct. In your scenario if there is the probability of overpressuring the column do exist then you can look in to the option of switching the fluid sides i.e. fro shell side to tube side. Sometimes this can solve your problem easily. in the worst scenario this...

    Minimum flare program

    Minimum flare program

As you have seen most of the ideas on the flare, they all are viable. To your specific Q i.e. to avoid the wastage of energy: Flaring in upset plant is un avoidable. This option you would like to have, otherwise you being the neighbour of refinery will be effected as well. 2. Whereas...

Control Valve Sizing: deltaP increases/ decreases w/ increasing load?

What you have said is correct only in simple systems. Often in the reninaries that is not true. There may be scenarios where the control valve dp is higher for higher flow. This could be dictated by the downstream conditions. Keep in mind that you should never look at the control valve...
