When creating the drawing template, I'm trying to pull the MassPropRollupMass expression from the master model (by pressing link to part), not from the drawing file itself...

And has the hole been created using the hole feature command?

One problem I've noticed is that if any scenery (components or bodies) are added to the drawing, their mass is included in the expression.
As an alternative I wondered about pulling the expression from Master Model instead.
This is fine if it's an assembly...
That's in your customer defaults (File > utilities > customer defaults), and you can use it to increase the delay before the pop-ups arrive, which is handy.

Can you create an associative curve on the surface first (e.g. intersection with a datum), so that the spline can stay tangent to that.

Don't panic, there's a part 2 which doesn't involve surgery!
I've seen this problem happen when space mice have gone out of calibration. It was also once caused by some dust under the cap.
If that's the issue, re-calibrate / clean and plug back in, and all is well.

In both DWGTrueView and Teamcenter Visualization result is the same.
I think it probably is a setting in either of these two packages (no idea what though!), as I don't think DXF would be able to capture a setting applied in NX. Just a guess.
Since the font is still phantom/dashed...
