The meter is not piped back to suction line, it is located before the test header, so the meter flows/discharge to drain.
So a metered test loop piped back to the suction line is not required as long a flow meter will be installed to achieved full flow test?

The building was designed in accordance UFC (military), so both IBC 2012 and NFPA 101 were used.
Fire rating requirements of load bearing assemblies shall comply to IBC 2012. For non load bearing assemblies shall comply to NFPA 101 2015.

Currently the design provided a 2 hr rated gyp board ceiling to protect the insulation. The insulation itself is 15 mins rated as required by NFPA 101 for foam insulation. But since the room is required to have 2 hour separation, they said (designer) the ceiling should be 2 hr...
