I have been asked by stress engineer (Piping), if the pressure vessel nozzle is capable of withstanding the reaction load from the Burst of rupture disk (Rupture disk is placed on the vessel nozzle, in between piping and vessel mating flanges).

Epoxy Inserts or application of composite i,e epoxy impregnated glass fibre fabric on the nozzles. If yes, then yes they are Temporary repair only. If you want to go for permanent solution then wait for SD period and replace the nozzle.

If i m getting it right, your's equipment nozzle size is smaller than the line size. If Yes, then it is a normal practice to use reducer (or Expander) to match the nozzle with line. The vessel Design code limit is the equipment flange face.
Funny though but some extra smart client likes to indicate a vertical exchanger with prefix V. (Although still not answering your question but some light in probably right direction).

ASME REQUIREMENT: Plates with thickness less than or equal to 40 mm are normally supplied in the as-rolled condition. The plates may be ordered normalized or stress relieved, or both (If clients specification says so). Plates over 40 mm in thickness shall be normalized.
