You may be able to slip line the tunnel with a pipe that is not attacked by the chlorine. Then pressure grout the annular space between the pipe and old tunnel.
There are a few "rubberized" inserts to seal the adjusting rings, both inside MH and outside. That said find out what the Waste water people use on the MH's.
If the main pressure is 170 psi, the fixtures in building hooked up to it would be blowing fixtures all over. The main is probably 10 feet deep so the pressure at the hydrant may be 5 psi less due to the lift to the hydrant.
Look for a couple hog or beef farms near your area. check with them to see if they would take the seaweed. then they can supply the trailer? to haul it back to there feedlot. Should be cheaper to drag the weeds to a spot that they can get to. You may have to help with the loading.
Drive around the city and look for street projects. Look at the manholes to see if City forces/ contractors use lots of grade rings instead of MH sections. You may be surprised at what you find.
Is the manhole part of the property owner's connection? Does the property owner own the MH or the city? What is the purpose of the manhole? Can the connection be extended to the outgoing pipe and fill in the MH?
Seal coating AC pavement will keep the AC cooler. Spray on the AC binder mix and cover with granite chips. Then roll it very well. It will be gray instead of black. Keep traffic off for a day or 2. This also improves traction.
