Yes, this is about the starting material. My doubt is, is it prohibited by ASME sec II part A mandatory Appendix II, provided the client specification is silent about edition of raw material to be used.
Can a raw material certified to an ASTM edition not included in ASME sec II B mandatory appendix II be used to certify finished product to ASME specification.
