Pat Couture is spot on. Draftsight is pretty good at 3D. I don't know why it is only pushed as 2D - seems odd to keep quiet about such great features. I never did understand marketing.

Shhhhh, You are exposing a trade secret - that nozzle loads disappear as soon as they reach the shell. Nozzle loads never reach the vessel supports as you suggest. It is probably specified in a little known reference book - Vessel and Pipework Design by Harry Potter.

I would suspect blasting a slug of liquid down the flare system might be a killer factor. Slug flow events have severely damaged more than than one flare system.
I would guess that the bottom line is that if a dynamic response is important then the system should not use non-linear supports - if only to be able to produce valid calculations. If the calculation implies that pipe will bouncing on the supports, then you need to fit hold-downs or snubbers...
If you are using something like Caesar then you tell it which load case to use for the modal analysis. If a support is in contact in this load case, it is converted to a bi-directional, no gap linear support. If it is not in contact, the support takes no further part in the analysis.
