Contact tne office of the State of Pennsylvania Attorney General. This office usually handles licensing. They will let you know requirements and instructions to obtain you Professional Engineer's license.

I have used VISIO for drawing pilot plant P&IDs. EDraw is better than VISIO according to the grapevine. When I have to do editing of existing P&IDs, usually in .DRW file types, I use a program called GRAPHITE from Ashlar-Vellum. It is similar to AutoCAD.

Yes, you can use actual engineering experience acquired outside the US. Depending on the state licensing board, the rules may vary. In my case I had to write DETAILED statements of the projects I had worked abroad. You need to give timelines for the projects, costs, and outcome (results.)...
