Under what conditions may the Design by Analysis Requirements in Part 5 of Section VIII Division 2 be used to design components for a Section VIII Division 1 Pressure Vessel?

Should a ASME B16.5 blind flange with an offset connection fitted, be considered as a modified flange and calculated in accordance with UG-34 or can it still be classed as a standard component per UG-11(2) if the connection does not exceed the size limits of UG-36(c)(3).

With regards the second question, if both processes are qualified individually for the total joint thickness, do I need to re-qualify for the two processes in combination.

Please excuse me, What I am trying to get at is if I have a procedure that is qualified using a single V (>) butt weld (welded from one side) would that allow me to weld double the thickness if I use a double V (><) butt weld and weld from both sides.

If I am qualified to weld up to 2” thick plate, does this allow me to weld 4” thick plate if I weld from both sides using a double ‘V’ weld ?
Also would I be able to use 2 processes i.e. sub arc outside manual inside even though I am only qualified for each process individually.

When the certificate of autorization states “….. and field sites controlled by the location” , how does this work?, should each location be listed in the quality manual.

Is the certificate holder allowed to sub-contract the welding of the longitudinal & circumfrential welds in a U stamped vessel to a non approved shop or employ contract welders.
I have a test report for ASTM A516 Grade 60 plate that meets all the requirements of Grade 65, what would be required to upgrade this material to grade 65.

The bolts are 3/4"unc set at 295 ft-lbs.
We are having trouble with the joints leaking at ambient having cooled from 365 deg. F.
