No confusion, if you're using calculated allowables, the 1.15 factor is to be included, otherwise you're using test data. Unless a larger special factor is being used (25.619). Specical factors are in 25.621-25.625.

inertia4u is correct... it is simple factor for determining the plastic bending factor for a rectangle... you can find several references for it. Buhn is one of them. And yes, some explaination is needed in the analysis.

I am an FAA DER for structures, and can approve the data for structural repairs and modifications. You need a form 337 to approve an airplane for return to service after a "major" alteration or repair. The FSDO or an IA can sign the 337. See www.aviation-engineer.com for more info.
