There are a few ways to do this, but one option is to create the main shape as a surface, and then project various curves that define the openings and make surface cuts. Once done, thicken the surface to make your part.

I looked at your file, and the selected surface you picked in the FROM TO will not allow you to make the cut. This surface is not flat, so it will fail.
You always need to select flat surfaces since this is where the sketch is build on.

Generally its not a "fast" or instantaneous process. Just like the first time you select to make a new Reference Plane, the menu takes about 3-10 seconds to appear.
So it is normal, unfortunately. I have seen this with 2014 and 2016.

You can do a few things;
1) Make a surface on the model and apply a color or decal to that surface. Then place the surface on a Layer and Blank. This will not affect machining.

As far as I know, you cannot form over a form because the assembly surface is not flat anymore. You can change the original form to have a new rib or channel across it, then really it as one form. This you can do.
