Extruded Cut from a Curved Surface Failing

Hi guys, I made the bottom of my part curve very slightly using the Flex feature, but now I am unable to Cut Extrude from it.
Basically I want to make a cut 1mm offset from the edge on the bottom face, 1mm deep. So it forms a lip around the bottom.
Selecting the curved face as my "Surface/Face/Plane" gives me an "Unable to create this extruded feature due to geometric conditions" error.

Not sure what I am doing wrong. Any help is appreciated!

I can't open your part since I am working off of 2015 but here is my best guess for what is going on based on your description. You must select a flat surface or plane as the sketch plane for a cut extrude. By modifying your surface with the flex feature it is no longer flat and can't be used as a sketch plane. One possible solution is for you to create a reference plane that is floating somewhere off your part to use as the sketch plane and use the "offset from surface" end condition to create your edge recess.
 
I looked at your file, and the selected surface you picked in the FROM TO will not allow you to make the cut. This surface is not flat, so it will fail.
You always need to select flat surfaces since this is where the sketch is build on.

Try this:
Move your flex feature to after Fillet2
Then drag the bottom bar of your feature tree up above the new flex feature location
Now create your cut-extrude, before your flex feature.

The only issue I had was the depth of the cut, could not go 1mm like you had it, it cuts completely through the boss extrude and causes the loft to crash.
 
Create a plane in an appropriate place and move your sketch to it. Extrusion sketches have to be on a flat surface or a plane.
