When they added CMP as a casing is when they lost me. That is not as strong as RCP or steel. If it is not under the track it should not be an issue. Find a contractor that has done work for CP Rail and see what they installed.

Cut up a catch basin grate and lay it over the inlet pipe. That should cut the flow. Cheap, simple. Save the other pieces. You may need them.

Call some local lining contractors. there are liners out there that will hold 100 psi. I know. I have been designing them for 20 years now. And there are new products out every couple years. We are are not allowed to sell our products here or I would be all over it.

I guess I would not use "rocks" anywhere near the pipe. Only use these "rocks' in the top 3 feet of the levee. I would expect the levee to be a well compacted earthen structure.
