The last sentence clearly states that the 45 degree short radius elbow so produced will not be an ASME B16.9 product and as such it will not be to any spec.

Is it possible to determine by calculation how much acceleration head will be mitigated by the use of a suction stabilizer or is this something that really needs to be determined experimentally?
ASME B16.9 does not cover 45 degree short radius elbows with butt weld end connections. The only 45 degree elbows covered in B16.9 are of the long radius type.
I do not believe that there is an ASME standard that covers butt welded 45 degree short radius elbows.
