Is there such thing as an application to hook up a normal "plug-in" to a car ciggarate lighter?

I'm not sure what you are asking. Can you elaborate on what you want to know?

i wanna plug my dads minifridge in, in my room. But it needs a ciggarette lighter, so is there a thing that will plug-in to an outlet that transforms to a ciggarette lighter?

I have seen some older battery chargers with this feature and have seen 12V transformers with adapters of this type. If you can get a 12 V transformer that will put out enough power to run the fridge just make up an adapter with an old lighter socket from a vehicle.

Try this site.
You can probably buy one at Radio Shck or some RV parts store. You need an AC-DC converter. Sorry about the transformer part but around some old auto stores that is what they were called.

Try a camping store as I am sure these adaptors are often used in the outdoors.
