1H:1V 300-500 mm rip rap

I'm reviewing a plan showing 1H:1V rip rap that is about 2 m high.
The plan show that rip rap is "Crushed stones 300-500 mm (it can be dynamited rock)"
No filter (granular or textile) behind it.

I am skeptical about the fact that anything steeper than 1.5H:1V will be stable.

Am I wrong?

Ask the Engineer to provide Angle of Repose for the specified Rock.
 
generally 2H:1V or flatter for angular riprap is the upper limit. if it is exposed to flowing water, it should be flatter than 2H:1V.
 
1.5:1 is the steepest we go for a rip-rap slope and the only times we've done it that steep is for temporary applications where we will come back in the next construction cycle and install walls or continue to grade.
 
While this is not desirable, under certain circumstances I think this could be acceptable. Is this riprap being used in a channel or as slope protection? Who will maintain it?
