Years ago I was involved in design for 220 kV GIS room with low cable compartment.

The procedure to terminate the 220 kV cable was to pull the cable inside the basement, prepare the termination, and pull the termination to the ground floor where the gis compartment will be "craned" above it.

Seemed a bit strange at that time.

I was searching online for a CIGRE publication for dry-type terminations and found the following slides:

Slides 13 describes different methodologies to connect the terminations. Slides 14 & 15 describe a method to select the basement height and termination location? I find it a bit unpractical but don't have much knoweldge about similar installations.

Any clues?

Thank you for those slides -- very interesting!

On one of my current projects, I have a cable compartment about 4 meters deep and 5 meters long that we will be pulling cable into. (230 kV cable @ 1200 mm2). For our case, the manufacturer has cleared the use of installing the terminations above floor level. I understand that specific instances may make this impossible due to bending radius and/or other conditions.

In previous projects, we have always terminated the cables in the basement before pulling them up. Once the termination is installed, you must avoid strong forces on the termination. You will also lose the ability to have a pulling eye on the cable, which will greatly complicate or make impossible future pulling.

If you have a cable manufacturer selected, I would give them a call to see what their thoughts are on this. Like other standards, this is a "standard" method but there may be some flexibility if you have other concerns.
