Same strength? Same spec?
It doesn't really matter.
The 316 may be a little more corrosion resistant but the difference is very small.

The nice thing about annealed austenitic stainless steel fasteners for safety critical applications is that it will be hard for a vendor to supply anything weaker than what you specified.

Who uses annealed SS fasteners?
The galling makes them self-locking and single use I guess.
I have never used any that didn't have cold rolled threads.
Of course, with both of these all you know is where the fastener was made, nothing about where the steel is from.
