The control rod at 1800rpms is not steady, it looks like it's "jiggling" and once in a while it will surge as to require more fuel; but no extra load is on it.. any help?? it's on line but aggrevating..

The first thing to check is the fuel, and fuel system. Look for quality of the fuel lines and hoses, for air leaks, water and dirt in the fuel, fuel filter and that sort of thing. Look for parasitic loading from things like a generator bearing going bad. And are you sure there is no electrical load causing the problems? How do you know there is no extra loads on it? If the loads are motors then how do you know they aren't being loaded? What is it powering?
 
Also, check the governor. I assume that the governor is mechanical? Or perhaps hydraulic?

Whatever it is, it is essential that the rack and related internal linkage moves freely and without stiction.

Check the lubrication level in the governor. A worn governor or even a sticking plunger can give similar symptoms.

Thanks for the tips, I'll check on the fuel and hoses etc.. as for the loads, I was comparing the two generators. They are rotated daily and the #1 gen is smooth as silk with the same loading consumers. Both are identical with woodward controls etc.. didn't know if the fuel and other checks you mentioned are good; is there an adjustment out of sync in the control box that needs tweaking..?? thanks for any more tips.. i appreciate it.. the gen with this issue will run all day on line, but the occasional difference in rpm's (@1730 to 1840's) keeps occurring then it settles back to normal at 1799-1800 rpms.. thanks
